玩具定义：为14岁以下儿童设计的，供儿童玩耍使用的物品

欧盟玩具标准 EN71总体上主要分为三大部分：

1、机械和物理性能测试

2、燃烧性能测试

3、化学性能测试

European toy standard EN71generally divided into three parts:

EN 71-1 物理和机械性能

   该部分规定了从新生婴儿至 14岁儿童使用的不同年龄组玩具的机械与物理性能的安全技术要求，

也规定了对包装、标记和使用说明方面的要求。

   要求玩具在测试中不得出现坍塌、吞食、锐利边缘、噪音、尖点等一切有可能伤及儿童生命和健康

的危险存在。

  物理机械性能具体测试项目：尖点测试、利边测试、小部件测试、压力测试、弯曲测试、冲击测试、

线缝拉力测试、拉力测试、扭力测试、噪音等级、动力强度、包装膜厚度测试、弹射类玩具、头发附着

测试等

EN71-1: Mechanical and physicalproperties

This section provides the toy'ssafety re of Mechanical and physical properties forbabies from

newborn to 14-year-old childrenof different age groups, also provides packaging, labeling andinstructions for use

re.

Toys in the test shall not berequired collapses, swallow, sharp edges, noise, sharp points andall possible harm

to children's lives and healthdangers.

Physical and mechanicalproperties of specific test items: sharp point testing, sharp edgetesting, small parts

testing, stress testing, bendtesting, impact testing, seam tensile testing, tensile testing,torsion testing, noise level

testing, dynamic strength,packaging film thickness testing, hair attachmenttesting.

EN 71-2 阻燃性能

   该部分规定了所有玩具禁止使用的易燃材料种类。

   要求某些材料的燃烧时间（s）或燃烧速度（mm/s）不得超过标准规定的限值，材料不同要求不同。

涉及到的产品：

1、戴在头上的玩具：包括胡须、触须、假发等，它们由头发、毛绒或具有相似特性的材料制成，还包

  括模塑和织物的面具和附着于帽子、面具等的飘逸材料。

2、玩具化装服饰和供儿童在玩耍中穿戴的玩具：包括牛仔套服和护士制服等；

3、供儿童进入的玩具：包括玩具帐篷、木偶剧院、棚屋、玩具管道等；

4、含毛绒或纺织面料的软填充玩具：包括动物和公仔等。

1, toys to be worn on the head:beards, moustaches, wigs etc. made from hair, pile or material withsimilar features;

moulded and fabric masks; hoods,head-dresses etc.; flowing elements of toys to be worn on the head,but

excluding paper novelty hats ofthe type usually supplied in party crackers;

2, toy disguise costumes and toysintended to be worn by a child in play;

3, toys intended to be entered bya child;

4, soft-filled toys (animals anddolls etc.) with a piled surface or textile surface.

 EN 71-3 特定元素的迁移

    该部分规定了玩具的可触及部件或材料中可迁移元素（锑、砷、钡、镉、铬、铅、汞、锡）的Zui大限值（八大重金属迁移测试）。

    可触及性判断：用带关节的探头（假手指）试探，如果探头能够接触到的部分或部件，则认为可触及。

   测试原理：模拟材料在吞咽后与胃酸持续接触一段时间的条件下，从玩具材料中溶解出来的元素含量。

EN71-3: Migration of certainelements

This part of this EuropeanStandard specifies re and test methods for the migrationof the elements

(antimony, arsenic, barium,cadmium, chromium, lead, mercury and selenium) from toy materialsand from parts of toys

except materials notaccessible.

Judgement of accessible: if theaccessibility probe can reach the parts, that consider can beaccessible;

Test principle: suppose that thematerials or parts of toys was swallowed by children, simulate thematerials or parts

 测试部分的选择：

1、供测试的试样必须是销售状态的玩具或部件；

2、测试部分只能从一个单独的玩具试样上的可触及部分取下；

3、不允许混测，即测试部分不允许含一种以上材料或一种以上颜色，除非采用物理方法不能分离的样

 品，如点染色，印花纺织物或因重量有限；

4、材料不足 10mg 不用进行测试。
