The Cosmetic Products Notification Portal (CPNP) is an onlinenotification system created for the implementation of Regulation(EC) No 1223/2009 on cosmetic products. When a product has beennotified in the CPNP, there is no need for any further notificationat national level within the EU.
化妆产品通报(CPNP)是由欧盟化妆品法规EC No1223/2009为实现化妆品监管而创建的一种在线通报系统。当一个产品已在CPNP上通报了,则不再需要在化妆品的销售国进行单独通报。
Regulation (EC) No 1223/2009 requires that the responsible personsand, under certain circumstances, the distributors of cosmeticproducts submit some information about the products they place ormake ailable on the European market through the CPNP.

The CPNP is making this information ailable electronically to:
Competent Authorities (for the purposes of market surveillance,market analysis, evaluation and consumer information);
Poison Centres or similar bodies established by EU countries (forthe purposes of medical treatment).

Products containing nanomaterials
The CPNP also contains a separate module for cosmetic productscontaining nanomaterials. This notification has to be done inaddition to the notification under Article 13. If the EuropeanCommission has concerns regarding the safety of a nanomaterial, itmay request the Scientific Committee on Consumer Safety to performa risk assessment.
