群友提问：没有规定说功能地不能接在保护地上面，这个适配器这样接是为了抗电磁干扰，不是为了防触电。我的观点是该产品是II类啊。

这是个好问题。
在现行有效的GB 4706.1-2005《家用和类似用途电器的安全 第1部分：通用要求》标准边界条件内讨论无解：
如果产品标Ⅱ类器具符号（回），三插三芯肯定被罚钱：Ⅱ类器具不应有接地措施。
如果你按Ⅰ类器具，接地按保护性接地去要求似乎又不妥当（标准里没有功能性接地条款）。
如果按IEC 60335-1:2016 Ed5.2《家用和类似用途电器的安全第1部分：通用要求》标准及后续IEC 60335-1:2020 Ed6版标准，产品是带功能性接地的Ⅱ类器具。
以上只是就问题字面上回答，更深层次的问题，图中人手可以摸到的12V-被连接到插头的地上，又不是完完全全符合要求的保护安全特低电压，不符合GB 4706.1-2005标准27.1条款“除非是保护特低电压电路，否则安全特低电压电路不应接地”的要求。
