举个例子说明：如意大利驻上海有总领馆，并且开展领事认证业务，其领区（即该领馆管辖的范围）包括上海、浙江、福建等省市。如您的文书在浙江省出具拟送往意大利使用，应在浙江省外办办-理领事认证后，再送往意驻上海总领馆办-理领事认证，无需送外交部领事司和意驻华使馆办-理领事认证。
