美国能源部（Department of Energy）简称DOE .DOE依据美国能效相关法规颁布了DOE流程，这便是DOE流程的来源。
DOE颁布DOE流程其主要的目的是节能减排、帮助用户节约电能，从而达到降低能耗需求、减少温室效应等相关作用。现在
所有在DOE流程范畴内的产品都需要满足*新法令法规的要求。
DOE 流程标准法规：
美国联邦法规:10CFR429和10CFR430；
其中10CFR429规定了样品选用规范和报告规范；
10CFR430规定了测试方法和符合性宣告规范；
