为什么有些使馆不能按外交部领事司公布的应允期完成文件认证？
外交部领事司公布的领事认证时限是工作日，不是自然日。驻华使（领）馆一般会在中外方节假日、重要团组来华、关联人员换岗、避暑等临时原因闭馆，签证时限自然会顺延。
诚然，也有些使馆因某种原因突击加班签证，签证时间就自然提前了，这种情况不多。很为保险的还是只管提前要求办-理领事认证工作，以免误时误事。

已经是使（领）馆认证的文件，可否修改？
已经是使（领）馆认证的文件不能自行修改，文件若要修改，只能重新提交要求一份新的文件。
