I. INTRODUCTION 1.
In this Notice of Proposed Rulemaking (Notice), we propose toremove the existing non-federal secondary radiolocation and amateurallocations in the 3.3-3.55 GHz band and to relocate incumbentnon-federal operations out of the band, in order to prepare theband for possible expanded commercial wireless use. We also seekcomment on relocation options and transition mechanisms forincumbent non-federal operations. This Notice is consistent withthe Commission’s responsibilities, as specified in the MOBILE NOWAct, to identify spectrum for new mobile and fixed wireless useand, specifically, to work in consultation with the NationalTelecommunications and Information Administration (NTIA) toevaluate the feasibility of allowing commercial wireless servicesto share use of spectrum between 3.1 and 3.55 GHz. By proposing todelete the existing non-federal secondary allocations from the3.3-3.55 GHz band in the Table of Frequency Allocations, we aretaking an important initial step towards satisfying Congress’s diectives and making as much as 250 megahertz of spectrum from thisband potentially available for advanced wireless services,including 5G, the next generation of wirelessconnectivity.
