外贸出口：货物出口到肯尼亚需要什么证书呢?

PVOC认证　

PVOC证书，英文全称：Pre-shippmentVerification Of Conformity,该认证属于强制认证，证书用来给进口商目的港清关用。也习惯叫COC认证，Certificate ofConformity.

PVOC certificate,English full name: Pre-shippment Verification Of Conformity, thiscertification is a compulsory certification, and the certificate isused for customs clearance of importers at the port of destination.Also used to call COC certification, Certificate ofConformity.

根据肯尼亚政府法令，当地企业的进口商必须取得《产品符合证书》（COC，即CERTIFICATEOF CONFORMITY）方可向肯尼亚海关办理清关手续。

According to theKenyan government decree, importers of local companies must obtaina "Certificate of Conformity" (COC, CERTIFICATE OF CONFORMITY)before they can go through customs clearance procedures with KenyaCustoms.

需要如实、正确、完整地填写正本申请单及其附页，包括相关的HS编码、ICS编码等信息。正确填报商品描述和HS编码是申请人的基本责任。如未能正确填报对产品的描述及/或HS编码，将导致现场检验/检测不符，从而无法签发COC，申请人仍将承担相关费用并留下不良信用记录，一旦货物出运到肯尼亚，亦将被肯尼亚管理部门要求进行整改并处罚金。

It is necessary tofill in the original application form and its attached pagestruthfully, correctly and completely, including relevant HS code,ICS code and other information. It is the basic responsibility ofthe applicant to fill in the product description and HS codecorrectly. If the product description and HS code are not filled incorrectly, the on-site inspection will be inconsistent, and the COCcannot be issued. The applicant will still bear the relevant costsand leave a bad credit record. Once the goods are shipped to Kenya,they will also be managed by Kenya and the department requiresrectification and fines. 

•提醒：肯尼亚PVOC需在货物开航前申请，一旦货物离港将无法补充PVOC。

Tips：KenyaCOC needs to be applied for before the cargo sails. Once the cargohas left the port, the COC cannot bereplenished.

肯尼亚PVOC/肯尼亚COC的Zui新要求

从2015年11月起，所有出口到肯尼亚的产品都要申请PVOC证书才可以在目的港清关。

LatestRequirements for Kenya PVOC Certification

From November 2015,all goods exported to Kenya must apply for a PVOC certificatebefore they can be cleared at the destination port.

PVOC认证申请流程

第一步：进口商在肯尼亚当地申请IDF(Import DeclearationForm)检验编号，将IDF递交给出口商。

第二步：出口商提供装箱单、形式发票、IDF、检测报告。

第三步：资料审核通过后拿到检验通知单，检验公司安排验货日期。

第四步：货物现场检验时出口商要注意产品及产品外包装的标签要求，并且申报数量及金额要保持一致。

第五步：货物检验完后出口商递交Zui终箱单、Zui终发票给检验公司。

第六步：检验公司根据Zui终箱单、Zui终发票出具肯尼亚PVOC证书。

PVOCcertification process

Step 1: Theimporter applies for an IDF (Import Declearation Form) inspectionnumber locally in Kenya and submits the IDF to theexporter.

Step 2: Theexporter provides packing list, proforma invoice, IDF, product testreport.

Step 3: After thedata is reviewed and approved, the inspection notice will beobtained, and the inspection company will arrange the inspectiondate.

Step 4: During theon-site inspection of the goods, the exporter should pay attentionto the labeling requirements of the product and the outer packagingof the product, and the declared quantity and amount should beconsistent.

Step 5: After thegoods are inspected, the exporter submits the final packing listand the final invoice to the inspection company.

Step 6: Theinspection company issues the Kenya PVOC certificate according tothe final packing list and final invoice.

PVOC认证所需要的资料：

1. 装箱单：PackingList

2. 形式发票：ProformaInvoice

3. IDF:进口许可证，由进口商在进口国办理，办好后提供给出口商办理PVOC

4.产品的测试报告：已经有可用的第三方测试报告的不必重复测试，需要抽样测试的除外。

5.PVOC申请表：空白申请表由办理机构提供

肯尼亚PVOC检验有哪些注意事项呢？以下信息供广大出口商参考。

What are theprecautions for Kenya PVOC inspection? The following information isfor the reference of the majority of exporters.

1）不同的产品都有不同的标贴要求，该要求主要针对产品的Labeling&Marking.出口商提交产品检测报告、箱单发票、IDF、PVOC申请表等申请资料后，发证机构审核文件，审核通过后在验货前根据不同的产品提供对应的标贴要求给出口商做好验货前准备。

Different productshave different labeling requirements, which are mainly aimed at theLabeling & Marking of the product. After the exporter submits theapplication materials such as product testing report, packing listinvoice, IDF, PVOC application form, the issuing agency will reviewthe documents. After passing the review, provide the correspondinglabeling requirements for different products before the inspectionto prepare the exporter for the inspection.

2）产品的数量不可以多于申报时填写的数量，金额不能多于申报时的金额。

The quantity of theproduct cannot be more than the quantity filled in the declaration,and the amount cannot be more than the amount at the time of thedeclaration.
